Illegal Drugs (Special)
Issue 16 - Evidence
REGINA, Monday, May 13, 2002
The Special Senate Committee on Illegal Drugs met this day at 8:30 a.m. to reassess Canada's anti-drug legislation and policies.
Senator Pierre Claude Nolin (Chairman) in the Chair.

The Chairman: On behalf of the committee, I would thank the Mayor of Regina for allowing us to use the council chamber for this hearing. We are grateful to you and your staff for managing everything to ensure that our day in Regina will be a success.
Mr. Pat Fiacco, Mayor, City of Regina: It is a pleasure for me to be here on behalf of my colleagues on city council and members of the Regina Crime Prevention Commission. It is a very serious topic we are discussing today and we are thankful for this opportunity to share our views, our initiatives and our challenges with you. I would personally thank each of you for taking the time to be here, to listen and to learn and, ultimately, to address the issue by examining the Canadian government's current laws and policies.
As Mayor and as the Chair of the city's Crime Prevention Commission, I have come to learn just how significant the issue of drug addictions in any community is. It includes the chief of the Regina Police Service and 10 members of the community who bring knowledge and experience from many different perspectives. The role of the commission is to coordinate and articulate a comprehensive strategy for crime prevention in our city.
The Regina Crime Prevention Commission has identified addictions as one of our five priorities for the next year and, because of the complexity of this issue, I believe this work will continue well into the future. Drug addiction is a major and complex issue that impacts many areas: health, crime, youth, family, social,

WASCANA LAKE INTERPRETIVE PANELS UNVEILED
Released on April 30, 2005
Ralph Goodale, Minister of Finance, Premier Lorne Calvert, and Regina Mayor Pat Fiacco officially marked the completion of the Wascana Lake Urban Revitalization Project by unveiling three interpretive panels on the "Big Dig" today. The three are among 16 new interpretive panels installed this spring, which tell the history of the last century of development in the city of Regina, the legislative grounds and Wascana Lake."A little over a year ago, we celebrated the end of an enormous construction project that captured our imaginations and left us anticipating the final finishing touches," Minister Goodale said. "Looking at the lake and Wascana Centre today, I'm confident we've achieved the vision of those early pioneers who dreamed of creating a prairie oasis. This project is also a tremendously successful example of how Canadians can benefit from the Canada Strategic Infrastructure Fund."
"We have truly created a lasting legacy for generations to come," Calvert said. "The dedication of everyone involved in this project has extended the life of Wascana Lake by another hundred years, and ensured that it will still be here when we celebrate Saskatchewan's next centennial."
"We know how important Wascana Lake is to the quality of life in our city and Regina residents have been eagerly awaiting completion of the final touches to the lake and park," Mayor Fiacco said. "The panels being unveiled today not only mark the end of the project, but also pay tribute to a lasting legacy in the heart of our city. This is a new beginning for Wascana Centre."
The 16 panels each contain a brief narrative, researched by local historians, that is complemented by photos and graphics. The three final panels unveiled by Minister Goodale, Premier Calvert and Mayor Fiacco commemorate the biggest infrastructure project undertaken in this area in a century—the Wascana Lake Urban Revitalization Project.
